The Louisiana Legislature in 2010 created Louisiana Intrastate Rail Compact that would allow parishes to provide financing to operate the New Orleans to Baton Rouge train. To date, all the parishes on the proposed route have joined the compact. The plan is to raise revenue to operate the train by instituting incremental tax districts around the train stations, allowing for taxes to be raised from the economic growth brought by the train. It is hoped that financing can be found soon to make the proper investment in the Kansas City Southern track to allow the passenger trains to run. It’s going to be a slow path to operations, though, as the state is not financing any of the implementation costs.
